But we do not want you to be uninformed, brothers and sisters, about those who are asleep, so that you will not grieve as indeed the rest of mankind do, who have no hope. 1 Thes.4:13
Concerning those believers who have died, the Apostle Paul says there is no need for hopeless sorrow. He does not rule out sorrow. Jesus wept at the grave of Lazarus, though He knew He would raise him in a few minutes (John 11:35-44). But He rules out the despairing grief of those who have no hope of heaven, reunion, or anything but judgment.
